Update: My scotch bonnets are just covered in buds, hundreds of them. Remember my Hawaiians that wouldn't flower? Covered in buds as well with a lot of new nodes all over. Watch your pot size...smaller pot increases the odds of a smaller plant. At least that's what I've experienced.

I was thinking herbicide damage as well. Any spraying going on near by?

With the soil drench...do you find the peppers tasting neemish?

I'd clean up the end with a nice 45 degree cut and dunk it in some rooting hormone and hope for the best.
