i dont think ive ever seen ballasts this cheep. the question of whether or not the quality is commensurate with the price i cannot say.

I have an old that I got used for a buck and it worked fine. It had a few dings on it so no one wanted it.

I only used for a short period of time to grow out some seedlings before upgrading to digital ballast. If you get at least a warranty I would take the leap that's a great deal.
