I would recommend you re-visit:
 
Shade cloth
 
As I too think a porous covering far better than a plastic trash bag. The bag will hold heat, possibly frying tender plants & holding dampness - possibly causing fungus like damping off

I agree with NECM.  I tend to think the plastic wouldn't be good even with slits cut in it.  Get some shade cloth.  Cheap enough on amazon.

I agree as well with shade cloth..... i think using plastic even with slits will just create an oven effect and cook your plants.
