dried AFter peppers are sundried

Sundried can be stored in oil, but be careful of botulism, this would be an oil to keep in the fridge, so you must buy a winterized oil. A winterized oil is designed for the fridge, it's rapid-chilled and waxes are removed so you don't get that buildup or solidity. If it says "salad oil" this is winterized, because it is intended for salad dressings.
 
It depends. Are they fully dehydrated? Usually sun drying leaves mositure, and the pepper is pliable. However, I do not speak from experience!

They sell sun dried tomatoes in olive oil. The oil congeals in the fridge, but lasts a long time. A few minutes at room temperature and they are ready to go.
