Thanks ALL

pepper maggot! or pepper weevil
unless you want to use harsh chemicals

either way I would get rid of the plant and the first inch to two inches of soil in the garden around the affected plants
the Pepper maggots overwinter as pupae 5 to 10 cm below the soil surface.

EDIT: Probably Weevil larvae

I think it looks more like pepper weevil, I really don't want to get rid of the plant. Is there any foliar spray that I can use? Like neem, organic ....etc

Thanks

pepper maggots/weavels are created from an egg inserted into the young fruit by an adult fly...and that is what you have....their life cycle is such that once they are on the plant, nothing can be done with the exception of using a systemic pesticide...which I don't recommend...

They go into the ground and overwinter there, until they come out in the spring when it is warm enough and lay their eggs again through an ovipositor inserted into the meat of the pepper pod, leaving a tiny tiny hole that is usually un-noticable...they are very tough to get rid of since their life cycle takes them through soil....

here's a pic...

Harvest whetever peppers that are still clean while you can, then bag and trash the infected plant. Do it now or it'll get worse.
