Most of pods already have deep red color but "tail" is still green - are they ready to pick or should I wait for tip to turn to red ?

+1. You can pick them now, but if you slice them open you will likely find that the inside is more green than the outside - they might even fully be green inside.
 
Definitely wait. However, you could get those guys to turn red if you pick them and then put them in the sun too. A branch broke on my bih jolokia plant and I got a pure green pepper on it to turn red by putting the pod in direct sunlight outside.
 
as you can see everyone is different, you can do all the above and be fine, at the begining of the season i pick pods when they are half changed to get the plant to produce more pods, but now that i have lots of pods on my plants i just wait it out till they are at least 3/4 changed then let them sit in a glass bowl with all other pods till they are fully changed and use them.
