bug ID

No pics.
This bug has clear wings but has a black dot on the ends.
It is able to flex the wings too.
Flex as in bends them to lick them or whatever...
Like when other bugs clean themselves this one flexes it's wings to get access to them.
Bug/fly is about 1/4 inch or slightly less in size.
 
Has a green,semi large head for body size.
 
Just seems to land on plants ,Clean it's wings and fly off.
 
Never seen it before in close to 20+ years of growing peppers.
 
What struck me was the bending/flexing it's wings and the large green fuzzy head.
Very pale colored LIGHT faded olive green head.
 
Seemed like it was just passing by,But I saw a couple of them doing the same thing.
They never stick around.
Can't get a pic due to Essential tremins Chemo gave me...
My cameras don't deal with me shaking  anymore...

Those aren't it,the fly I'm seeing is much smaller than the green lacewings I have as a resident population here.
 
Also if I remember right,it's head was light olive green and the body was more faded  gray green than the head.
The clear wings with the black dot at the end and the flexing of the wings was what got my attention.
