Bullet jalapeño

My jalapeño plant has a bunch of tiny pods. Got seeds from Pepper Joe (don't get me started there). Any idea what gives?

How does your plant look?  What are you growing in (container/ground?), what soil are you using, how often do you water, do you fertilize, and how much direct sun do you get?

5 gal fabric pot, relatively small plant (18 inches or so), direct sun from about 1-6pm. Fertilize weekly with Neptune's fish and seaweed emulsion (2-3-1) and CalMag. It's a healthy plant but it's not very big. It is my understanding that pods would generally be the same size (with some variation) regardless of plant size.
