Saw a bunch of these guys on a cucumber plant only 5' from the pepper plants. Kinda hard to tell from the pic, but they have a little white plum of fuz sticking out of the back of them.
This is the first time I have seen them and the plant doesn't look harmed at all, at least for now.
Pics aren't the best, but I don't have a macro lens so this is the best I could do. I'm hoping the white plume on their butt gives them away.
