Damping off?

My soil looked fine but a have a seedling sprouting and there is white fuzz on the base of the stem. I heard using hydrogen peroxide kills the fungus. I was also wondereing though do I use staight 3% hydrogen peroxide out of the bottle, or dilute it to 3% of that and 97% water? So its like 0.3% hydrogen peroxide.
 
I used about 1/2 Tablespoon of peroxide in a spray bottle of water. It helped my damping off.

I would also suggest watering from the bottom and getting better air circulation.

Can I use straight 3% hydrogen peroxide from the bottle or do I dilute it further? Also, is my seedling a goner or will this kill the fungus?
 
1000 ppm which is 1 tablespoon of 3% hydrogen peroxide /gallon of water will control most fungi. Use this to water your plants.
 
Had this happen to me as well, except it was in a covered box with a heating mat. Puree (or put through press) 1 clove garlic and steep in 1 cup of water for 24 hours then strain. Use as a drench or as a spray on germinating seeds.
