Dealing with Florida rainstorms

Living down here in the Tampa Bay area of Florida means dealing with frequent heavy rainstorms from now until September or even October. The potting soil I mixed up this year holds water much longer than my mix from last year. I am concerned that the root zone will never really get a chance to dry out between rain events. Has anyone experienced this problem before? How have you dealt with it? Should I simply pull the plants, mix in additional perlite, and repot to ensure fast drainage?
 
I live down in Jupiter on the Atlantic coast of Florida, and as long as the pots you put the plants in have drainage holes, then you should be OK. Most of the rainstorms we have here, which similar to Tampa, last 30 minutes at most in a day. With the Florida heat and drainage holes, this should allow enough water to evaporate to prevent root rot.
