Dying Plants (Cayenne + Habanero)

So I think it's the end of the road for my first chilli plants.

It was all going great until the bugs came along, mealy worms + gnats. After drenching them over and over with Neem oil I think it's wrecked their soil now.

It's becoming winter here in Australia, we have a serious cold snap and now they look even worse. 

One of them has about 4 big fruits, probably the only ones I'll get. They are still green so I haven't picked them yet.

So I'm wondering three things:

1. Is there anything I can give them to help them? Particularly the more healthy one which has fuit.
2. Should I pick the fruit - will that help the plant perhaps?
3. Are they just gonna get wiped out over winter? They are under cover outside on my balcony.

My 2 cents worth:
 
Since you have a pest problem, this is a bad year to play around with over-wintering your pepper plants.
 
You end up over-wintering the pests along with the plants.
 
I'd give these plants until around June 30th to do whatever they're going to do, then discard them and get ready for next season.
 
On average, starting a fresh plant next season will be about as productive as over-wintering.
