Feed them occasionally for sure. You don't have to feed them as often because they are somewhat dormant. Maybe every two to three weeks?
 
     My rule: If they're growin', they're eatin'.
     Peppers are perennials - they spend all summer storing nutrients in their roots. I've had good results operating under this assumption. I give them just enough water to keep them from drying out (no fertilizers). Then, in spring, I increase the light, heat and nutes proportionally.
