indoor-growing Fertigation indoor. Who used this?

I began to notice that some pepper growers (those who grow in ordinary peat in a pot, not hydroponics) apply fertilizers with each watering in small doses, controlling the ppm of the solution so that it doesn't exceed 800-1000 ppm. Allegedly, the pepper plant can't get overfeeding this way. Are there real advantages to this method? Can someone uses this method?
