Grow light

Salut to everybody!
So, the point is that I started to grow my peppers only 3 months ago and I found the gro light in my city only now.
It is fluorescent lamp OSRAM Fluora with 550 lm, 18 w, light colour 77(http://www.osram.com...ra-t8/index.jsp). Such lamps are the only one I found.
The question is, will it be enough for the first time for this amount of plants?

As i seen on people glog, you may want to add 2 5600K (white) T5. Or using DIY LED, i prefer the good old sun, just my 2 cent.
