Growing- weather question

I've been counting on the sweltering sun for the past couple of weeks and now its overcast. Do plants get as much light when its overcast? I ask because I've heard that some light spectrum rays can get through water vapor.

yes they do see forests on Left Coast Oregon, Washington, British Columbia...
