Growing year round?

I was wondering I you grow indoors can you grow year round if you have all the right things? I am new to this and am limited to an apartment at the monent

i grow year round on window sills as well as the so called "equipment"... you'd be amazed at what you can grow in the winter on only a window sill.

If i never go below 0 degrees celcius on winter can pepper survive outside?

If you are talking about full on fruiting year round you will probably have to get lights. Which will be on at least 12 hours a day. Sufficient lighting creates heat. Note necessarily a bad thing in th winter but be aware. If you bring plants indoors be prepared to have bug problems. You might not but it is very likely. If you start indoors and stay indoors bugs are less of a problem.

I enjoy growing indoors over the winter. If I lived alone in an apartment I would still do it. Add other people in an apartment and I would find other ways to entertain myself. Like porn

My plants, here in SouthTexas, grow year round. Very rarely does it get cold enough for me to even cover them.
