Help with a pest

I had major pest problems with tomatoes the last 2 seasons.  We have to pick early, otherwise this happens:
 

 
 
This disaster is from the end of last season.  We do have issues with slugs, but these were grown in a raised container and I thought that the slugs would be unable to get tot it.  
 
What critter did this damage and how to I control it for the upcoming season?
 
They don't touch the small cherry tomatoes, but I would like to be able to grow big ones.

I don't think it is a pest. I believe it is weather related.
Posibly in combination with a late start.
