Help with BLS treatment.

I got mancozeb and copper a few weeks ago, but after three weeks the plants are still losing leaves. I spray them with both on fridays, and it doesn't seem to be any specific plant. Is this normal. New growth looks okay so far, but it's winter and therefore still pretty minimal. No pics, but anyone who treated bls before will know what I'm talking about.
