I need to ask a question on EC. I have a chart which is just a guideline found here

If I have an EC value from TAP water of 0.1 and I want to make 20litres to get an ec value of 1, according to the chart I should 120ml of part a and part b, however when I test I get an ec value of 1.6. However when a friend of mine using the same ec meter does the same test, his EC value from TAP water is 0.3 and once he has added the same amount of nut to 20 llitres of water, gets an EC of 2.4. I would think that he should get an EC of 1.8 if his base EC is only 0.2 different.
