...to wait before harvesting a pod for viable seeds?
 
The pod in question is the one from this thread.
 
The pod has been a solid color for approximately two weeks.
 
Ripeness is an indicator that the seeds are viable. Even green pods can have viable seeds, although less so than ripe pods. So yes, if the pod is ripe and no other contrary factor exists (like mold inside the pod), the seeds should be viable. Regardless, I recommend a bath in a mix of hydrogen peroxide and water to ensure any nasties are killed off. You can do that when you harvest the seeds or later, just before germinating them.

Yes, about two weeks now.
 
This is the first year I have grown a Yellow BS.
 
Is it normal for them to be orange?  Because it is not what I would call yellow, such as Yellow Morugas, or Yellow Devils Tongues. 
 
It is the color of my Datils.
 
Leave it on the plant to see if it gets darker.   You will know for sure that it's completely ripe when it starts to ever so slightly soften, not rotting spots but rather it feels a little less firm.
 
I mean that the seed is viable as pictured but to get full flavor from the pepper...
