Is there any reason for my plants to look like this???

I finally got my gardens built and planted just over a month ago. Many of my peppers were almost root bound by the time I got them in the ground. After seeing an explosion in growth last year when I moved my habanero plants from small pots to pails, I assumed that the same would happen when I moved to the garden. At first they came up a bit and started to produce flowers and fruit. But they seemed to have hit a wall and are producing small spindly leaves. This isn't on all of my plants but many of them are doing this. (My cayenne plants seem to be doing fine for example.) Aside from this week, it hasn't been above 25c (the past week has hit 30c each day). I planted them and fed them root booster the first week and them moved to tomato fertilizer two weeks later. I have moved to watering with a bit of powdered milk and epsom salt. The past week and a half I have only watered every 2nd to 3rd day depending on how the soil felt about three inches down. The only other thing I can think of is that I have a very large amount of ants rolling around the garden, but I don't think they would be the cause of this.

Hard to say what caused it, if it was herbicide i would imagine those smaller weeds / plants around it would be affected. Any evidence of critters on the plant? The damage is pretty extensive so I can see where D3 is coming from. I would carefully dig up a plant and rinse the roots off really well and put it back into some good soil, give it straight water for like two weeks and see if it improves. Not much left to go in your growing season so its up to you if you want to sink the effort into saving them. Hope this helps, Cheers!
 
I am going to have to get some of that stuff then and give it a go. I was really hopeful for an awesome harvest and nice beautiful plants. I have 64 plants in my raised bed and by now I was expecting it to look nice and full. Its not a total bust thought. Not all my plants look bad. Mostly it is my habanero and a few jalapeno and there are some signs of the stress on a couple of my super hots. I have been eating quite a few jalapeno and cayenne the past couple weeks. Its really funny though my chocolate habanero and cayenne plants are looking great. I will be posting a full post dedicated to my season so far with lots of pictures. This being my first real go at things, I am not too surprised to have some issues.
