yes, this is serrano.
serrano comes in many different sizes, the one i am currently growing is 1/2" in size. the plant just won't die and is 4 years old.
serrano is available in my local grocery store and is long and large like your pic.

Look like Serrano pods to me. Hard to tell in the photo, but there should be a slight silvery "fuzz" on the leaves.
