issue Is this bacterial leaf spot on my pepper plant?

I have 7 pepper plants, and this is the only one that has these spots on leaves. All the pepper plants are really tight together under led grow lights.

The spotty has 5 small fruits, and it dropped like 100+ flowers. And it drops leaves frequiently.

What is this and what should I do?

It sure looks like it.
I can't say for sure as I'm am not a plant scientist, however this year was my first year using a Biofungicide.
Every plant that showed signs of fungal or bacterial infection in the past , was spared & we had the most
healthy Fruit, Grapes, & pepper plant grow. We are Organic growers so we never used any chemical fungicides before.
