I have a poblano pepper just breaking through but there is some white stuff near the sprout. Does this one need to go?

 
I am not sure if its mold, but the plant seems stuck, it is too big, the leaves should have appeared long time ago, i suggest to remove the dirt above the seed, even maybe take the leaves out if they already developed
