Will the scotch likely try to regrow? I put the top in soil and the bottom near my grow light. chileplants emailed me this morning an said they're sending out a replacement which is GREAT customer service.
 
Some of your newer seedling look extremely long in the stem. Those babies need light - more light than what they are getting.

looks like they are all reaching for the window. Maybe if you have a window with longer periods of sun it would help out. I would even think of rotating 180 to get them going back the other way a bit.
 
Those plants look real nice, I was wondering how big they were coming from chileplants. I have an order scheduled to ship the week of May 10th or so. I had the same problem with seedlings looking very leggy. Tall, bent, and lacking new leaves. A couple fluorescent lights solved that problem.
