I've been using the fish emulsion stuff for a few years now (5-1-1) and it seems to work quite well. This year I picked up this stuff with kelp in it. Anybody tried the kelp based stuff? I like the idea of the micro-nutrients. I figure it's like humans taking a multi-vitamin and to safeguard against any missing nutrients.

I use a seaweed fetilizer don't know if it is kelp or not. That stuff should work well, just dilute to half of recommended dose and your chiles should like that. Micro-nutients is important in a soiless potting mixture.
