leaf color spotted

i have no idea whats wrong with this plant or if in fact anything is wrong with it, its the only one that has it and they have never been outside yet. the soil is a nursery's own blend potting mix

any ideas?

The plant is to big for the cup, I'm sure the plant is root bound and needs to be potted up.

#Birdfather, this is just what I needed - a concise reference to peppers problems. I am new to pepper growing and faces ongoing problems with diseases. Tried anything I can get hold of and at the end of the day I really do not know what is the causes. I saved your pic in my folder for future references. Thanks!
