Mini Rocoto - PI 387838 never fruits

I can't get my mini rocoto to fruit. Had no issues with the giant rocoto peppers I grew, but the mini rocoto just won't put anything on. They are outdoors uk, temps have been 14-16C daytime and ~10C night time.
 
All my other plants have peppers, chinense, fruitescens, baccatuum sitting in the same sheltered location outdoors.
 
This plant is three years old and I have never had success.
 
What could be going wrong? I hear when it gets too warm it won't flower or something but it flowers just fine, abundant in flowers, just never any fruit. Rainfall perhaps? The spring is very wet here. I have heard of the mini rocoto red, is that a better producer?
 
Bin it and start over. I know it's easy to say,but you will be further ahead to start with different seeds. That accession is pretty productive from my experience. I have heaps of seeds for that one if you are interested.
