you do not have to be rich... just a diligent craftsman. 
 
you could probably build something very similar for 1-2 grand easily...
 
cnc cut 3/8"-1/2" marine or composite plastic plywood... indexing actuator or gear motor....
 
aluminum or light steel purlins and dimensional lumber for the base and frame structure.

Yes I know, I did make my egg incubator in the past.
with the Arduino open-source microcontroller that is designed to make it easy to hook up various devices for inventing new kinds of interfaces.
