Yes, Jalapenos and Serranos almost always crack at least a little bit when ripening. It's just a trait that they have, and you don't need to worry about bacteria. It is perfectly normal for them to crack.

If your worried 1 cap bleach + 1 gallon water soak em for 15-20 mins then rinse, no more bad buggies.....
