Need help ID'ing this leaf issue

I've noticed this happen to a single leaf on a couple of my young pepper plants. This one in the picture is a Jalapeño.
I'm not sure if this is due to Nutrient deficiency, under/over watering, the climate, or maybe a pest, etc.
 
I live in Hawaii, so it is hotter and more humid. Perhaps the humidity causes this? All the other leaves are healthy looking though.
It should also be noted that I have sprayed the plants with epsom salt diluted in water in the past. (Just once, and not very heavily).
 
I believe I also sprayed neem oil once, a week or two ago, because of whitefly/spider mites.
 
Im a complete rookie, so don't be afraid to tell me bluntly if i'm making rookie mistakes.
