new growth all flop-wonky

I had this weird problem start on one plant about 3 weeks ago, and now its spreading to the others.  Temps dropped a bit low a few times but im in FL so...well..ya know.  I'm posting double links for each picture because I have no clue how to do this lol.  The second picture shows the underside of the leaves that are curling up and it just looks horrible.  The rest of the plant looks healthy as could be.  And my plants in containers that are in a different part of the yard don't seem to have this problem.  Anyone have a clue what this could be?

Were they in containers indoors over the winter?  I have this issue with overwinters mostly because the soil takes longer to dry out and they're getting much less light. 
 
Looks kinda like what trentl had last year...Not sure if its the same thing as yours doesnt look as bad...

Yeah definitely common issue with overwinters for me.  At least half of my plants currently look like that.  I think it's a combination of the big root structures being crammed into 1 gallon pots, the soil taking a long time to dry out, and low sunlight coming in through the window.  They'll bounce back though when I get them in the ground or larger containers.

These are in ground.  Stuck a finger in the ground and it does seem pretty moist under the surface.  Should I let them get good and dry and just go from there?

all my container ones looked just like this last year , had tomatoes in the garden do this 3 to 4 years ago , took leaves to both greenhouses in town and they swore i sprayed my plants with 24d but i didn't . i just put ferilome around them 3 weeks later they straightened out and grew great . so thats what i did with the peppers and same result .

I might have to say that's definitely a possibility.  I totally missed it the first time.
 
In Florida, there's no telling what kind of pepper destroying critters are on there.  Could be fungal from the soil staying too damp too, but Jamison could be right. 
 
i had a few plants that did that, i topped all of the new growth which helped for a while but it came back eventually.....i dunno if it's a mutation in the genes, mites, or what....but i got rid of the plants.
