Now I've got bubbles

Watering plants today and found this crud. My first thought was aphids but when I touched it nothing moved. So under the microscope it goes.

This pic shows how prevalent it is on the underside of the leaves:

The next two are under the 'scope. You can see that it's in different stages of growth. Some are just beginning to develop and are still green and appear as a slight bump. The lighter masses have intact bubbles and some that appear to have been popped.

Any clues? I've removed the plant and isolated it. I found no other plants with anything similar.
