Opinions on metal halide set-up...fixtures/reflectors

I'm thinking a 400 watter will suffice for my seedlings contained within a 3'X3'area, maybe expanding into a 4'x4' area.  Or, is this over kill for seedlings that will be going in ground at the end of 4 months?  Can someone give me some advice on the type/size/shape of reflector I want?  
 
Do you guys recommend buying new, or saving $$, and buying used?  Here's a few below.  I don't really know what I'm looking at here, so any advice is welcome and appreciated.  Thanks.

So, do you prefer the HPS, or the MH conversion bulb that is advertised as an option?
 
Is the separate ballast a new development, or fairly common?  Pros, cons?
 
I have used both bulbs in a 400w light the issue i had was it gets hot so you can cook them if your not careful once the plants start to get a few sets of true leafs they grew like crazy. i love my light i think i got more growth out of the MH bulb.  there are some good ones that are new i got mine of amazon. i dont do used to many diffrent things could be wrong with it. 
 
if your just starting them MH is fine .. lil bushier plant maybe a lil faster growth .. but if your gonna run a plant all the way up , id run a hps.

CMH runs cooler (not cooler in color but actual heat generated by the bulb)  than HPS for sure and maybe the regular MH too.
