overwintering Overwinter a stunted plant?

I have a bunch of super-hots that started sluggishly, but are now starting to grow; I'm not sure why they were stunted, because I gave them all the same potted mixture as the others. At the moment, they're only a foot tall or more. However, not much in the way of pods. Is it a waste of time/space to do this? I know space is up to me to decide...
 
Should I consider this a weak plant to begin with? Do you have any rules of thumb about how thick the base of the plant should be - anything like that?
 
If you have space and time for a winter project then keep them alive and document results. I personally would start over. Those plants don't seem like ones I would want to save or share seeds from. I don't believe in the second year plant theory. Just better or worse genetics.
