Peppers changing mature color before they're full size

Hi all,

My pimient d'espelette pepper plant is a year old and has a few chillies on it now. I noticed that a couple of the peppers are starting to turn a red color, which is the shade that this variety becomes when its mature. I've also noticed that the peppers changing color are only about half the size they are supposed to be and they don't seem to be growing anymore.

What might be the cause of this premature ripening? I'm hoping the rest of the chillies won't be stunted like this.

Well here in san diego my brain strain pods are 1/4-1/2 the size they should.be. i hwd a couple.plants last summer that grew full size pods but once cooler.weather came.the pod.size got much smaller
 
It's been mid 70's during the day and low 50's at night so I think the temperature is good for the chillies here.

I didn't get any peppers from this plant last year so I don't know if I should expect the first few chillies to be small, or if they are lacking something.
