pests Pest? disease? other?

Hi everybody,
 
I'm writing here as I need help in identifying what is affecting my two plants.
They are a buena mulata (c. annuum), bought as a young plant (or very old seedling!) a few weeks ago, repotted and apparently happy, the other one is a jalapeno, bought a week ago a small plant (already fruiting), repotted but still showing wilting/repotting shock.
 
They are both in a balcony - in the past I had to give up on two chilis growing in the same place because of pests. But it's the only place I've available at the moment :(
I used the same mix for both plants and  jalapeno has been watered too much (not by me!).
 
There's something affecting the leaves - I'm attaching the pictures hoping that you will be able to help me! I didn't notice insects, but this doesn't exclude them..

edited to add: should I take the healthier plant (buena mulata), remove all damaged leaves and move it to another balcony? maybe spray with some  home-made remedy to solve the problem, if it makes sense (I have a leaf-chewing cat, so I would stick with neem/tobacco tea/sprayed soap)
