pests Pest ID HELP

I have these little brown bugs on one of my plants. At first I thought they were potato aphids, however they are not responding to the dish soap x cayenne pepper mix at all so I think they might be something else. They are concentrated on my plant buds.

anyone?

edit: If that's the soap spray that you've been applying on your plant, you probably need to increase the concentration of soap. It looks like it's beading up. It should look "wetter" than that.

Hard to tell what pests they are from the pic. This season I used neem oil with no success, then I purchased azamax and it took care of every one. Amazing prodct, I will always have it for all futur grows. I hear the dr bonners soap works great too.
