Problem with leaves

Every so often I find the very bottom section of my scotch bonnet plants have these white or brown sections on the leaves. It never seems to happen anywhere else only on the very bottom leaves. I dont see any pests around when i inspect the plants and I also use sevin spray occasionally to keep things from eating the plants. Anyone know what this may be or how to prevent it?

Not certain, but it reminds me of the lower leaves on my hydroponic plants that get/stay too wet from splashing water.
