Nope, You can start plants in the little cubes and transplant into soil if you like.

I have about 5 clones I took of some Choc Bhut's, 7 Pot's and Trinidad Scorpions that are now successfully growing outside in pots after first being rooted in rockwool.

They are now beginning to fruit, and seen no real problem with going rockwool -> soil.
