^ Yup! Happened to me last year (minus the aphids). I had a bunch of those things (or something similar) on a couple of my plants, but they were blue. I freaked out and ripped them off. It's not that at all. Neem isn't a contact pesticide. It works against bugs that actually ingest parts of the plant, or suck the plant juices. The only way that Neem kills anything else, is if you happen to coat it while spraying.
