I put some new seedlings under some cfls yesterday and the cotyldons of one seedling are turning black. Also on some of the others, the cotyldons are still almost touching and vertical. They haven't came down yet.

Don't know about the black one unless it's a variety that sometimes has purple baby leaves. How long have the others been vertical? I think they do that as a defense against light and/or cold. Mine used to do it late at night and first thing in the morning. Or it could be a way to collect dew?

Don't worry, that black color is natural. Give them some time and the ones with their hands in the air will open up.
I moved the 23 watt cfl about an inch away now. Is that okay?
Watch out for heat from the bulb.
The highest temp I read was 80F around the top of the plants. Is that okay?

Looks like you are growing a chilli which will have purple leaves, nothing to worry about. Do you know what type of seeds you planted?
