seeds seedling question

I have tried to convince my mother that a light setup over the top of the seedlings would help them grow bushier with thicker stalks. How close should my lights be to the seedlings as they break ground? we have had a problem with seedlings getting leggy and toppling over after a few weeks. i have seen commercial seedlings that are thick and lush with short thick stalks and i want to recreate that. can anyone give helpful advice on this? thanks!!

I think ppl would like to know what kind of light?

I use a t5 with 4 bulbs and keep it about 2-4 inches above, but in my garage I use a t5 with 8 bulbs and need to keep it about 8 inches above cause of the heat

As close as you can get it without burning the seedling ! -- Also a fan that blows on them a bit will make them get stockier since they will try to grow toward the light even if it means fighting the breeze just not blowing so strong that it knocks them completely over and snaps them in half !
