seeds Seedlings outside under shade cloth

My seedlings were really looking great ,now they are falling over after being watered or today a hard rain. Having to prop up. They are 2"-4" tall,still look good just can't seem to take heavy watering. Any idea whats up..
 
         I am thinking the stems and roots that young still need babied.What does not kill them makes them stronger.Once they are established one would think they will thrive.
 
Gonna agree with randyp. I don't plant mine until they are at least 5-6" tall and still will put a stake (chopstick) next to it for support from the wind.
 
Wet wilt maybe... too much water I experienced this the other day I think I over watered and then the sun and wind came on strong and my plants were extremely droopy.
