you have to ask the question....by whose rules?....import to Canada by the receivee, or Export from Africa by the sender?

Serious answer is each country has a list of approved imports. You can find this list on the USDA website for the USA. I don't think it much matters what you are exporting (unless it is within a money-laundering operation). Now, this is for the US and I would assume each independant country would have similar laws to protect their ecosystems.

how much seed are you sending? if its a few you put them in a sealed bag, coin envelope whatever and put them in a burfday card

canada's rules about importing seeds can be mostly summed up like this:
Does it grow in the praries? If no, we don't care.

let me save you some reading tho, for pepper seeds if it's 500g or less it's fine, just label them.
