sending seeds from another country????

you have to ask the question....by whose rules?....import to Canada by the receivee, or Export from Africa by the sender?

Serious answer is each country has a list of approved imports. You can find this list on the USDA website for the USA. I don't think it much matters what you are exporting (unless it is within a money-laundering operation). Now, this is for the US and I would assume each independant country would have similar laws to protect their ecosystems.
 
how much seed are you sending? if its a few you put them in a sealed bag, coin envelope whatever and put them in a burfday card
 
So what kind of pepper seeds do you have in Africa is the real question. :P I've traded with people in many countries, but that's a new one. Nice to see representation on this board worldwide!
