water Tap Water Good For Leaves?

I have been thinking a bit about tap water and the the benifits of spraying my leaves with it. Does it seem to anyone else that this chlorinated tap water can actually keep nasties like fungus or bacteria from growing on your plants by misting your leaves with it? I understand it is not so good for the soil food web or whatever but what about above the soil?

chlorine evaporates pretty fast so you'd just end up wetting the leaves
