seeds Watering in between germination and seedlings

So I know its important not to overwater peppers but Im unsure how to water them during their current stage. Right now all of my seeds have popped using the wet paper towel method and were put in soil in a tray under lights for 16 hours light and 8 off. Since no seedlings have pierced the surface I have a dome over the whole tray. Right now I am just spraying the surface with a spray bottle once a day to keep them looking moist. Not sure if this is keeping the soil at seed level .25-.5 wet enough. Should I be bottom watering right now? Once they sprout and I remove the dome do I then start bottom watering rather than pouring over? Thanks!
 
Agreed. Top water for now but bottom water when they sprout to avoid damping off and promote root growth.
