Actually MacGyver would have chewed the roll up and added it to the water
in the toilets "tank" which contains chlorine (to sanitize the water) which would then break down the fibers in the roll, and then take the resulting
pulp, diluted with the water to make a thin "batter" which he would pour on the still warm seat and once the batter dried he would cut the results into toilet paper sized sheets which he would utilize for his benefit.

MacGyver would use the empty toilet paper roll to mold a spam brekkie in a jolokia tortilla and... oh, that MacGyver. Never mind.

You guys don't know Mac that's for sure. He would have just unfirrled the roll and wiped with that. Yesh.
He'd get his pocket knife out, use a thread of cotton from his shirt and a button and somehow turn the toilet into a bidet.
