Whats eating my Gochu Peppers?

I brought in my Gochu plant and put it under my 8 bulb T5 HO. Plus a Scotch Bonnet. Whatever is ruining my Gochu peppers does not like scotch bonnets because they leave that plant alone. I have seen a small. The Gochu has been producing peppers no problem inside. I saw one pepper with two holes in it that then rotted. I removed it and was ok for a while. But today I looked at my peppers and 4 of the ones that were ready to pick had 2 holes in them and were going bad. Every once and a while I see what look like nats. But I found this on the 4th pepper I picked off what is it?

I would have broke out my macro lens and tripod and took a better picture but I was in a hurry to leave. Will Neem oil kill it?
 
it looks like a larva of some sort.

haha. I'm not an expert on this but someone will show up and tell you what you are asking.
my guess would be Neem oil, but I ain't a grower.

Neem is probably good for whatever that guy grows into, but at the larval stage I would think Diatomaceous Earth would be the way to go. Dry those suckers out, cheap and organic style.
